“In 2005, the HLC researched not only actual cases of violations of minority rights, but also the overall situation regarding the rights of minority communities. In this respect the HLC visited communities’ municipal offices, attended meetings of work groups for return, talks with local authorities, conducted interviews with representatives of municipal commissions for damage assessment and reconstruction of the facilities destroyed in the riots on 17 and 18 March 2004, as well as with representatives of international humanitarian organizations working on the displaced persons’ return project, and especially with returnees from all minority communities. “
